In the upcoming time, Vietnam needs to develop counter-cyclical fiscal policies to stimulate demand during a period of declining global growth; reversing the decline in public investment, increasing efficiency and concentration through national monitoring and regional development plans; modernizing the social security system suitable for middle-income, industrialized countries; making fiscal policy transparent. However, performance-based budgeting has not been widely implemented because of the lack of guidance documents for public services in Vietnam, in general, especially those in education, which account for a large proportion.
