In the upcoming time, Vietnam needs to develop counter-cyclical fiscal policies to stimulate demand during a period of declining global growth; reversing the decline in public investment, increasing efficiency and concentration through national monitoring and regional development plans; modernizing the social security system suitable for middle-income, industrialized countries; making fiscal policy transparent.
